This is a temporary appointment not to exceed one year. Temporary appointments are non-status, nonpermanent appointments of limited duration for one year or less. Should the need warrant, temporary appointments may be extended without further competition up to a maximum of one additional year (for a total of two years, or 24 months within the preceding three year or 36 months' period). The appointment to a temporary position does not confer eligibility for promotion, reassignment, or transfer to other positions. Selectees may be non-competitively converted without further competition, if the position becomes permanent.
As a Nursing Assistant (Float Pool) at the Department of Veterans Affairs (VA), Gulf Coast Veterans Health Care System (GCVHCS), Nursing Service, Community Programs located in Biloxi, MS, the incumbent provides specialized personal nursing care to Veterans and perform treatments and procedures requiring skills and extensive knowledge specific to Veteran conditions, medical treatment, and an understanding of the effects of the treatment. The Float Pool nursing assistant will be assigned to multiple specialty areas which including the Community Living Center (CLC) which is a 96 bed skilled nursing facility, the Acute Care Medical/Surgical/Telemetry unit, the Intensive Care Unit (ICU), the Emergency Department (ED), and our inpatient and outpatient Behavioral Health units. The incumbent will Interact with and provide Veteran specific care for Veterans of varying ages and cultures. He/she will provide specialized nursing care to Veterans whose care may be impacted by psychiatric, medical and geriatric conditions. Work involves a variety of assignments with multi-step procedures or processes. The incumbent is required to recognize differences in a variety of situations and take appropriate action to meet the Veteran's needs. Duties consist of providing a range of Veteran care and contribute to the completion of the treatment plan and the recovery of Veterans. This can include: personal care, diagnostic support procedures, treatments, charting, and resident teaching.

Duties may include, but are not limited to:
- Providing comfort care and hygiene to patients to include bathing, hair and nail care, oral hygiene, skin care, and back rubs.
- Accompanying patients to other areas of the facility for scheduled appointments, treatments, recreational, social, and religious activities, and monitor and care for patients during ambulance transport to other medical treatment facilities.
- Accompanying residents to planned activities in the community or appointments as required. May be required to remain with the resident when necessary.
- Taking accurate vital signs (i.e. blood pressure, pulse, respirations, temperature) and other required measurements (i.e. height, weight). Recognize implications of changes and report to physician and/or nursing supervisor.
- Performing routine procedures in accordance with established standard operating procedures for CNA education. Perform blood-pressure screenings and application of bandages and splints, etc.

Physical Standards:Nursing Assistants appointed to direct patient care positions must undergo a pre-employment physical as required by VA policies and procedures. English Language Proficiency: Nursing Assistants appointed to direct patient care positions must be proficient in both spoken and written English in accordance to VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3J.
Grade Determinations: In addition to the basic requirements, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
GS-03:None beyond the basic requirements. Individuals assigned to GS-3 Nursing Assistants are considered to be at the entry level and are closely supervised.
GS-04:One year of specialized experience as a Nursing Assistant or experience in another medical field (licensed practical nurse, health technician, hospital corpsman, etc.) performing technical and nursing skills requiring knowledge of the human physical and emotional states, therapeutic communication, and technical skills required for basic and intermediate treatments; OR Successful completion of 2 years above high school in an accredited institution with courses related to nursing care, health care or in a field of study appropriate to the specialization of the position, such as education in a program for psychology, psychiatric, or operating room technicians ANDdemonstrated the following knowledge, skills and abilities: Ability to provide a range of patient/resident care and contribute to the completion of the nurse care plan and recovery of patients/residents. Ability to observe patients/residents' or resident's physical or emotional status and refer deviations and/or problems to supervisor in a timely manner. Ability to properly use equipment, materials and supplies in simple diagnostic and treatment procedures such as bladder scan, continuous passive motion device, blood glucose monitoring machine, specimen collection, etc. Ability to communicate effectively with patients/residents, their families and other health professionals.
GS-05: One year of progressively responsible assignments and experience equivalent to the GS-4 level which demonstrates knowledge, skills and abilities that are directly related to the specific assignment;* ANDin addition, must demonstrate the following knowledge, skills and abilities: Ability to assist in the full range of nursing care to patients/residents with physical and/or behavioral problems in a hospital, long term care or outpatient setting under the direction of a Registered Nurse and/or Licensed Vocational Nurse/Licensed Practical Nurse. Ability to communicate orally with patients/residents, families, interdisciplinary team and other personnel. This includes serving as a preceptor to new Nursing Assistants by assisting with the coordination of their orientation and overseeing/assessing their practical experience while in a clinical setting. Ability to recognize and react to emergent patient/resident care situations and intervene while waiting for assistance. For example, recognizing need for basic life support, controlling bleeding and assisting with behavior crisis, etc. *OR Completed a 4 year course of study above high school leading to a bachelor's degree that included 24 semester hours of courses related to health care or possession of a bachelor's degrees; AND demonstrate the following knowledge, skills and abilities: Ability to assist in the full range of nursing care to patients/residents with physical and/or behavioral problems in a hospital, long term care or outpatient setting under the direction of a Registered Nurse and/or Licensed Vocational Nurse/Licensed Practical Nurse. Ability to communicate orally with patients/residents, families, interdisciplinary team and other personnel. This includes serving as a preceptor to new Nursing Assistants by assisting with the coordination of their orientation and overseeing/assessing their practical experience while in a clinical setting. Ability to recognize and react to emergent patient/resident care situations and intervene while waiting for assistance. BLS/ACLS REQUIREMENTS: Current certification in Basic Life Support (BLS)/Advanced Cardiac Life Support (ACLS) is required for all staff providing direct patient care, and police. Certification is required from an American Heart Association (AHA) or Military Training Network (MTN) approved course. This certification is a condition of employment. Certification should be considered in a similar manner as licensure is considered for a clinical professional. Staff should not let certification expire.

The full performance level of this vacancy is GS-05. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-05.
Physical Requirements:This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing stooping, sitting, bending pulling and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in insolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable to working effectively in effectively situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
